For a library that is mostly backward-compatible, the external drive is the obviously correct purchase. For someone who plays many current-generation titles and hates waiting, the Expansion Card is buying a different thing.
Once the platform rules are clear, the buying decision simplifies considerably, and it is not the decision most console storage advice describes.
Because the current-generation titles are not played from the USB drive on either console, the drive's interface specification is far less consequential than the marketing around console storage suggests. What the drive does is hold data and hand it back when asked. The thing you actually optimise is cost per terabyte, because the job is bulk parking.
