A used enterprise shelf plus a full drive fill is one of the largest single baskets this site can route - $205.75 to several thousand dollars depending on model and fill - and almost none of that cost is optional once you have committed to the shelf.
A disk shelf - NetApp calls its version a "disk shelf," HP/HPE calls its "disk enclosures," the community mostly just says "JBOD" - is a rack-mount chassis built around a backplane and a set of drive bays, with an I/O module that speaks SAS to whatever is plugged into it. It has no CPU of its own beyond what the I/O module needs to manage the backplane, no operating system, and no RAID engine. Every piece of intelligence about what the drives inside it contain lives on the host computer at the other end of the SAS cable, not in the shelf.
That is also exactly what makes it cheap relative to a NAS with the same bay count. A NAS is a small server: it has its own CPU, RAM, operating system and often its own RAID engine, and the price reflects that. A disk shelf does none of that work, which is why a 24-bay used enterprise shelf can cost a small fraction of a 24-bay NAS chassis - and why it is useless on its own. Plug a shelf into a wall socket with no host attached and it will spin every drive in it and sit there, fully powered, entirely invisible to any computer in the room.
The honest sentence this whole cluster exists for: a cheap shelf with none of these is not a cheap shelf, it is an expensive way to discover what a shelf actually needs.

NetApp's own SAS and ACP Cabling Guide documents multiple shelves stacked behind one controller - its diagrams show stacks of three shelves, and configurations referencing up to eight stacks across a system - but the guide defers the actual maximum shelves-per-stack and shelves-per-port figure to the NetApp Hardware Universe, which sits behind a NetApp account login we could not access. We are not going to publish a specific stacking ceiling we could not read ourselves. HP/HPE's equivalent daisy-chain documentation lives on support.hpe.com, whose pages did not render their content to us this session (the specific document URLs are logged on each HP model's spec table) - so the same honest gap applies there. If your build depends on a specific stacking count, verify it against the vendor document for your exact shelf and I/O module generation before buying a second unit.
Neither NetApp's nor HP/HPE's documentation yielded a wattage or decibel figure for any of the five models on this page through what we could source - NetApp's installation guide explicitly defers power consumption to "the electrical power consumption rating shown on the name plate" rather than publishing a number in the document itself, and no acoustic figure appears anywhere in what rendered. We are not inventing one. What is fair to say without a number: every model here is a 2U or 4U rack enclosure built for a cooled datacenter aisle, with small high-RPM fans sized to move air through 12-25 drives at once. That is a description of the class, sourced to what these shelves physically are, not a performance or acoustic claim about any specific unit.

A disk shelf (also called a JBOD or expansion enclosure) is a rack-mount box of drive bays and a SAS backplane, with no CPU and no operating system of its own. It presents its drives to a host computer over a SAS connection - the host does all the thinking. That makes it fundamentally different from a NAS, which is a small computer with its own OS, RAID engine and network interface, and priced accordingly. A shelf is cheaper because it does less: it is dumb storage, on purpose.
Four things, and a cheap shelf missing any one of them is not actually cheap. A host bus adapter with an EXTERNAL port in the machine that will use it - an internal-only card has nothing to plug the shelf into. The right external SAS cable for both the card's port generation and the shelf's port. Drive trays, which are shelf-specific and frequently NOT included in a bare-shelf listing. And a place on your power circuit and in your rack for a genuinely loud, genuinely heavy piece of datacenter hardware.
A plain HBA in IT mode - the same answer as everywhere else on this site that a SAS card comes up. IT mode presents each drive to the OS individually rather than bundling them into a hardware RAID volume, which is what software RAID and ZFS/TrueNAS-style filesystems expect. Vendor-published acoustic figures for the specific models on this page did not turn up in what we could source from NetApp or HP/HPE's own documentation - see each model's spec table, which says so rather than inventing a decibel number. What we can say honestly, without a figure: these are 2U-4U datacenter enclosures built with small, high-RPM fans designed for a cooled server room airflow path, not a bedroom or an open office. Treat that as the honest description of the class rather than a number we made up.
Cost and control, traded against a support contract you will not have. A used enterprise shelf plus a used server running TrueNAS or Unraid typically lands well under a new NAS chassis with a comparable bay count, because you are buying hardware a business already depreciated rather than new retail margin - see the machine table above for what that looks like at today's prices. What you give up is a vendor's phone support line, an app ecosystem and a warranty on the shelf itself; what you gain is a plain SAS backplane that outlives whatever software you point at it, and the freedom to replace the host server independently of the shelf when it eventually needs it.
