APC and CyberPower each describe this in their own documentation as visibility into current draw - neither describes it as control, and a metered unit cannot switch any outlet on or off remotely.
Who this suits, as a capability difference rather than a use case we invented: anyone who wants to know how close a circuit is running to its rating without walking to the rack, but does not need to power-cycle anything remotely. If remote power-cycling is the actual want, that is the switched class.
Metering accuracy and reporting method (local display, SNMP, a web interface) both vary by exact model - we record what the listing states and do not assume a metered PDU reports over the network unless its own documentation says so.
